Abstract

The planning of the tourism is a must for the developing of this activity, which has been growing in the last years, mainly based on economic principles. However, it is correct to analyze the ways and interfaces related to the planning of the tourism according to the social, cultural and environmental contexts of each community, in face of its specialities. Theoretical presumption of communication and hospitality may help on planning, developing more efficient ways of participation, once politics and planning are interdependent terms. The National Program of Municipalization of Tourism – PNMT, implanted between 1994-2001 in Brazil, aimed at a participative community and the creation of a Council and Plans of Tourism with a rising theoretical proposal whose fundaments would be arised from bases of the society. The study of different visions about the developing of this Program, based on perspective of administrators and researchers, linked to the academic environment and to the municipality, could contribute to the understanding and improvement of planning methodologies in accordance with the Brazilian reality.
